The right SEO agency for a startup depends on your stage. Before product-market fit, most startups shouldn't hire one at all: a founder with good software can cover the basics for under $100 a month. From seed, productized agencies with published prices make sense, such as HOTH X from $1,000 a month or Embarque from $1,500. From Series A, specialists become affordable: Victorious recommends at least $6,000 a month for 12 months, and Omniscient Digital's full-service engagements start at $120,000 a year.
Below: eight agencies worth a call, with what each publishes about price and fit, how much to spend at each funding stage, how Victorious and WebFX compare, and a checklist to run before you sign.
Key takeaways
- Don't hire an SEO agency before you know who buys and why. Agencies amplify positioning; they can't find it for you.
- Published prices in October 2026: HOTH X $1,000 to $10,000/month, Embarque $1,500 to $10,000/month, WebFX from $2,900/month, Victorious $6,000+/month for 12 months, Omniscient Digital from $120,000/year.
- Across 260 agencies surveyed by SE Ranking, 64% charge under $1,000 a month; across 439 providers surveyed by Ahrefs, the average agency retainer was $3,209.
- Startups win on long-tail, high-intent keywords first: comparison, alternative, integration and use-case pages. Head terms come later, once you have links.
- Plan for three slow months. In Outrank's study of 2,119 sites, the median site was up 7% after 28 days, 27% after 84 days and 2.0× by month seven.
Should a startup hire an SEO agency yet?
An SEO agency for startups is a firm that plans and runs search optimisation for an early-stage company, usually with shorter contracts, faster reporting and more focus on pipeline than a traditional agency. Whether you need one depends less on budget than on three questions:
- Do you know your buyer and their words? If your positioning changes every quarter, an agency will optimise for the wrong searches. Talk to customers first.
- Is there a site to optimise? Agencies earn their fee on technical fixes, content and links. A five-page site on a new domain needs content before it needs an agency.
- Can you fund 6 to 12 months? SEO compounds slowly. If cutting the retainer in month three is likely, spend that money on software and your own time instead.
If you answered no to any of these, our SEO for startups playbook and content marketing for startups guide cover the founder-led route. If yes, read on.
8 SEO agencies for startups compared
We haven't hired these agencies. Each entry summarises what the agency says about its services, clients and pricing on its own website in October 2026. Logos and testimonials show who an agency says it has worked with; ask for references at your stage.

|---|---|---|---|
| HOTH X | $1,000 / $2,500 / $5,000 / $10,000 a month | Billed monthly; no minimum stated | Bootstrapped and seed teams that want a managed program on a fixed budget |
| Embarque | $1,500 / $2,800 / $5,200 / $10,000 a month | 3-month minimum (site also shows 3, 6 or 12-month plans) | SaaS, marketplaces and apps that want SEO tied to revenue |
| WebFX | SEO from $2,900 a month | Not stated on the pricing page | Funded startups that want SEO plus CRO and reporting |
| Victorious | Recommends $6,000+ a month | Recommends a 12-month campaign | Series A+ with a technically complex site |

1. HOTH X (The HOTH)
HOTH X is The HOTH's managed SEO service. Its plans are named by budget: Starter at $1,000 a month, Starter Plus at $2,500, Business at $5,000 and Enterprise at $10,000, each with a dedicated SEO manager and billed monthly. The HOTH says your budget is spent on the work itself (strategy, content, links, technical SEO). The appeal for a startup is predictability: you pick a number that fits your runway and can step up later. The trade-off is that a $1,000 budget buys a narrow scope, so agree on priorities in writing.
2. Embarque
Embarque is one of the few agencies that publishes a full price grid and positions itself around revenue rather than traffic. Plans run from $1,500 a month (one service) to $10,000 (eight services), with options across SEO, SEO for LLMs, content, CRO, programmatic SEO and backlinks, plus a dedicated strategist and weekly updates. Case studies on its site include SaaS and marketplace startups such as MentorCruise, UXCam and Instatus. Its site shows both a 3-month minimum and 3, 6 or 12-month plans paid quarterly, so confirm the terms before signing.
3. WebFX
WebFX is a large full-service agency whose SEO plans start at $2,900 a month, covering a custom strategy, on-page work with copywriting, design and CRO support, and ROI reporting through its own platform. It isn't startup-specific, but published pricing and investor-friendly reporting suit funded startups that want a single vendor for SEO, conversion and paid channels.
4. Victorious
Victorious is an SEO agency with strong technical and enterprise work: SEO, answer engine optimisation, content, technical SEO, audits and migrations. Its site is unusually direct about cost: "we recommend budgeting at least $6,000 a month for SEO optimization services and committing to a 12-month campaign to start." Its contact form asks whether you've raised funding (pre-seed through Series A or later), which tells you who it expects to serve. A good match for a funded startup with a complex site or a migration ahead.
5. Omniscient Digital
Omniscient Digital works with B2B software companies on SEO, answer engine optimisation, programmatic SEO, link building and content. Case studies include Jasper, 360Learning, Smartling and OnBoard. It states that "full-service engagements start at $120,000/year", which makes it a Series A+ option and saves earlier teams a call.
6. Grow and Convert
Grow and Convert created "Pain Point SEO", which ranks keyword opportunities by buying intent rather than search volume. That's the right trade-off for a startup with a small site and a specific buyer. Most case studies on its site are SaaS companies, and its services now include GEO, link building and technical SEO. No pricing is published. Shortlist it if your blog gets readers but no sign-ups.
7. Single Grain
Single Grain describes its clients as "venture backed startups to Fortune 500 companies", with services across SEO, AEO and GEO, paid media, CRO and AI implementation for marketing teams. Testimonials on its site come from Nextiva and Lever. Pricing is tailored; its contact form starts at a "less than $3,000" monthly budget band. Consider it if you want organic and paid acquisition planned together.
8. Ignite Visibility
Ignite Visibility is a full-service agency covering SEO and GEO, digital PR, PPC, paid social, content, web design, email and CRO, with logos such as Experian and Dun & Bradstreet. It says it doesn't tie clients "down with long-term contracts, hidden fees, or owning your assets", which matters when runway is uncertain. No published pricing.

Victorious vs WebFX: which suits a startup?
Both are established US agencies that work with funded companies, but they're built differently:
| Victorious | WebFX | |
|---|---|---|
| Focus | SEO and AEO specialist (technical, content, links, migrations) | Full-service: SEO, PPC, CRO, design, development |
| Published price | Recommends $6,000+ a month for 12 months | SEO from $2,900 a month |
| Reporting | Custom SEO reporting | Its own ROI-tracking platform |
| Pick it if | Search is your main channel and your site is technically complex | You want SEO alongside paid ads and conversion work under one contract |
If your plan is "SEO plus everything", WebFX's breadth helps. If organic search is the bet and you need senior technical work, Victorious is the closer match. Either way, ask both for case studies from companies at your stage.
How much should a startup spend on SEO?
Survey data gives the market range. SE Ranking's survey of 260 agencies found 64% charge under $1,000 a month and 2% over $5,000. Ahrefs' survey of 439 SEO providers put average monthly retainers at $1,349 for freelancers, $3,209 for agencies and $3,250 for consultancies. Here's how that maps to funding stages:
| Stage | Realistic monthly budget | What to buy |
|---|---|---|
| Pre-seed / bootstrapped | $0 to $1,500 | Founder-led SEO with software; a one-off technical audit if your site is custom-built |
| Seed | $1,000 to $5,000 | A productized agency or freelancer with a defined scope: technical fixes plus a fixed number of bottom-of-funnel pages a month |
| Series A | $5,000 to $10,000 | A specialist agency, or an in-house SEO lead plus a content partner |
| Series B and later | $10,000+ | In-house team with agencies for links, PR, migrations or international |
What decides where you sit in the range isn't only money. It's how competitive your keywords are, how much content you already have, and whether your site needs technical work. A startup selling into a niche with low-difficulty keywords can grow on a seed budget for a long time.
Agency, consultant, in-house or software?
A startup SEO consultant is usually a senior individual who sets strategy and reviews execution but doesn't produce the work. Ahrefs' survey found consultancies charge an average of $171 an hour, against $99 for agencies and $72 for freelancers. A consultant plus your own team or software is often the best value at seed stage.
| Option | Typical cost | Good when | Weak spot |
|---|---|---|---|
| Agency | $1,000 to $10,000+ a month | You need strategy, content, technical and links at once | You still need someone internal to review and approve |
| Consultant | About $171/hour (Ahrefs average) | You have people to execute but need direction | Doesn't produce content or links |
| In-house SEO lead | A full salary plus tools | SEO is a core channel after Series A | One hire can't do everything |
| AI SEO software | $99 a month per site on Outrank | You need consistent long-tail content on a small budget | You supply positioning and review |
Outrank fits the last row: it finds keywords your site can realistically rank for, writes and publishes 30 long articles a month to your CMS, and builds backlinks through its exchange, for $99 a month (pricing). It won't run your positioning or a site migration. Two startups that went this route: Life Purpose App, run by a solo founder, went from 513 to 2,309 monthly Google clicks in a year; B2B SaaS Scalelist went from DR 16 to 45 in 12 months. If you'd rather have it done for you, Outrank Agency runs the same engine with human editors and SEO specialists reviewing every article.
SEO for startups in regulated industries
Fintech, health and legal tech startups need an SEO partner who builds compliance review into the workflow, not one who treats it as a delay. Before hiring, ask:
- Who reviews claims? Content about money, health or legal outcomes needs a named expert reviewer and a compliance sign-off step in the schedule.
- How do they handle comparisons and rates? Pages that mention interest rates, fees or outcomes go stale fast and can create regulatory risk if they're wrong.
- Have they worked under these rules before? Ask for examples in your vertical.
Google says its systems give extra weight to content with strong E-E-A-T on topics that "could significantly impact the health, financial stability, or safety of people", and its helpful content guidance asks: "Is this content written or reviewed by an expert or enthusiast who demonstrably knows the topic well?" We cover the specifics in SEO agencies for fintech startups and the best SEO for law firms.
Red flags when hiring a startup SEO agency
Google's own advice on hiring an SEO says "No one can guarantee a #1 ranking on Google." Watch for:
- Guaranteed rankings or traffic. Especially on a new domain.
- Long lock-ins with no exit. Twelve months can be reasonable for a large program; it shouldn't come without a notice clause.
- Links sold by the unit. "10 DA 50+ links a month" usually means paid placements, which Google's link spam policy targets.
- Head-term obsession. A plan that starts with "project management software" for a seed-stage SaaS is aiming at the wrong keywords.
- Reports without your Search Console data. Rankings for hand-picked keywords are easy to make look good.
- Junior team after a senior pitch. Ask who works on your account every week.

What results to expect, and when
Agree on milestones before signing. A realistic startup SEO timeline:
- Months 1 to 3: technical fixes, first new pages indexed, impressions rising. Sign-ups rarely move yet.
- Months 4 to 6: long-tail and comparison pages reach page one, first organic sign-ups or demos.
- Months 7 to 12: compounding, as links and topical coverage build.
In Outrank's study of 2,119 sites, the median site gained 7% more clicks after 28 days of publishing, 27% after 84 days and reached 2.0× its starting clicks by month seven. Among SaaS and tech sites, 70% grew, with median clicks per 28 days rising from 265 to 765. About a quarter of all sites lost clicks, so treat these as medians, not promises. Our SEO strategy template gives you a format to hold any agency to.
FAQ
What is the best SEO agency for startups?
There's no single best one; it depends on stage and budget. Seed-stage teams get the most predictable value from productized agencies with published prices, such as HOTH X (from $1,000 a month) or Embarque (from $1,500). Funded startups with bigger budgets can look at specialists like Victorious, which recommends $6,000+ a month, or Omniscient Digital for B2B software, from $120,000 a year.
How much does SEO cost for a startup?
Most startups spend between $1,000 and $10,000 a month once they hire outside help. SE Ranking's survey of 260 agencies found 64% charge under $1,000 a month, while Ahrefs found the average agency retainer was $3,209. Pre-seed teams can start with software and their own time for under $100 a month.
When should a startup start SEO?
Start the basics (a crawlable site, Search Console, clear page titles) at launch, and start investing in content once you know who your buyer is and what they search for. Because results take three to six months to show, starting before you need the traffic is better than starting when paid acquisition gets expensive.
Should a startup hire an SEO consultant or an agency?
Hire a consultant if you have people or software to do the work and need senior direction; Ahrefs' survey puts consultancy rates at about $171 an hour on average. Hire an agency if you need strategy, content, technical work and links delivered together. Many seed-stage startups combine a part-time consultant with AI software for content.
How long does startup SEO take to work?
Expect about three slow months, first meaningful sign-ups from organic search around months four to six, and compounding after that. In Outrank's study of 2,119 sites, the median site reached 2.0× its starting Google clicks by month seven of consistent publishing.
What should a startup SEO agency deliver in the first 90 days?
A technical audit with fixes shipped, keyword research tied to your buyer's problems, a prioritised list of pages (comparisons, alternatives, integrations, use cases), the first of those pages live, and a baseline report from Search Console. If the first 90 days are only meetings and decks, that's a warning sign.
